Today the Friant Dam valves should be opened just a little bit in order to provide a small stream to exist further down the San Joaquin River-bed. If you are a Salmon, that is the start of a 'possibility' of existence.
If you are a "corporate agricultural concern' you are thinking "Dang, our well-thought-out plans aren't working out. After all the work we've done to steal all the water available, those idiotic do-gooders are wasting water and letting it flow into the ground. What a waste of a valuable resource that we should be making lots of money off of directing it to and selling to the masses in "The Southland" that really need it! Those people are sick! Why shouldn't we have it all ?? We have worked very hard..."
