Utilities are forming alliances throughout the grid networks seeking to exploit and incorporate into their agenda "creatures of habit"; In that assuming you have fallen off the topic for the past ten years you would not understand that utility companies owe a "DUTY" under Federal contracts and State Contracts buried deep in the body of language to keep the grid and its affiliated infrastructure conditioned and maintained in a manner and to a standard to prevent harm coming to the public at large, and to the private property owners wherein these structures/infrastructures are located for the purpose of power delivery. Every utility has a written requirement to repair and/or replace "when necessary" and it has become the industry to be 50 years ...."ALL" high power transmission lines throughout the grid.
The utility's have collectively decided to circumvent this contractual obligation, and Federal and State mandate, by seeking out those "creatures of habit" who are willing to comply with the utility demands by "whatever" means possible i.e. Political Pressure, Financial bribes, Trade-Off's aka in the industry as (off-sets), and many more tactical programs are being utilized...i.e. extortion. The utility first saw the "Green Energy"movement as a devastating economic outcome for their bottom line, so many years ago, a master plan was put into place to acquire some of the brightest and devious minds ever collected into one organization, in order to counter the negative effects of this trend towards "Green Energy".....which is a serious paradigm shift. The monopolistic mentality of the utility corporation and business models would not allow for very much acquisition partnering (as we would see partnering), but it would become beneficial to have "silent" "stealth" association's with combined stakeholders, who would be directly or indirectly involved in this mass "cross-over shift in power acquisition and delivery". If you can visualize the following scenario as a "what if" concept you will soon begin to understand what I am trying to say.
What If: The utility companies were forced to repair and replace the entire grid infrastructure "as mandated under contract", and in so doing were required to finance the costs to do so without raising utility rates. This replacement plan would become so cost prohibitive that the utility would be forced into insolvency and/or would require Government Bailouts in order to survive the existing corporate "for profit" model. In order for the utility to "pay for" vs. "recover the costs", they would need a severe dynamic corporate design and model modification shift. The challenge was how to effectuate this level of change without setting off all the attention grabbing bells and whistles, i.e. board members, media, and shareholders, employee's not buying into the "utility family life style". I believe that the reasons we have witnessed the malfunctioning system of checks and balances is because of this same dilemma the utilities face so does most of corporate America. The utility first needed to acquire new-found friends and stakeholders and what makes more since in some cases when back against the wall but "to join the forces that you see as the opposition to profits and make them your partners", produce a "pitch" that enables them to buy into your "manipulation model" ...but before this mission impossible could get off the ground the company first needed to "remake" the concept of (whats an acceptable ROI, and or Share Value), and what better way to restructure this model than while in bankruptcy court. After the company emerged from the bankruptcy courts stronger and healthier than ever, its because the US Trustee road shotgun while they were able to buy time to conceal and reinvent the art of deception. The utility embraced the wind, solar "green initiatives and jumped on board". The way out of their 50 year "repair and replace dilemma" was to enter the looking glass in hopes of navigating their way back out the other side remaining a "for profit company". The serious issues that this deception creates is a polluted outcome of tax hikes, consumer fraud, more San Brunos, and creating extensive culpable liabilities with their new found stakeholders. In the end the consumer looses, and the utility maintains it's "right to passage" as being the "GO TOO" guys of the energy development and delivery system. This has allowed them to "side step" direct responsibility of the "repair and replace" dilemma, by getting the solar and wind industry to buy into this fake presupposition that the new green energy system must require an "Infrastructure Upgrade in order to be viable options to power generation and grid delivery" This was a key win, for the utility "embrace green energy models" which are still being rolled out today. Just imagine how archaic a existing grid power delivery would be if the consumer simply incorporated a combined wind/solar off-grid system into their home and all new construction required one. NO SMART METERS would be required, and as a mater of fact, allowing the utilities to continue to deliver electric power in the current grid configuration is only creating a larger problem for us in the future.
The smart meter technology is a living "garnet" to this testimony, as you look deeper into the methods of madness that created volumes of new stakeholders waiting in line to reap the financial benefit's and rewards that the "expansive nature of the smart meters" deliver. There is more to come, and San Bruno was just the beginning of the newly emerged P.G and E. In speaking with one of their attorneys yesterday I was surprised to find out that they are seeking to settle claims via a method know as "least costs posturing", as an example used by PB in the Gulf oil spill. False media re-characterizations of consumer concerns and the utility of "spin doctor" companies that specialize in taking negative issues and re-packaging them in a presentation of caring and concern for the community and those most gravely effected by the negative events. Politicians are "easy buy-in's into this model", as the free face time, and media exposure cannot be turned down. We will see many many more of these deceptive models surface as the utilities gain stronger footing, and political support and discovery its effectiveness on the uninformed masses. As I write this piece, utilities across North American are seeking combined "benefactor strategies" in order to facilitate this goal. In other words ..... Its cheaper not to fix the "repair and replace mandate" vs. pay the loss damages for the death and destruction we face because of the failed maintenance and replacement policy of the utility's.
