What I find interesting with SB375 is its association with AB32 and setting a mandate for the State’s MPOs (Metropolitan Planning Organizations) to actually adhere to CEQA guidelines. Fresno’s 2007 RTP (Regional Transportation Plan) was put together by the same agency that authorizes it: Fresno County COG Council of Governments (COG). The problem with the fox designing and building the hen house is that the fox also manages it. The accepted losses and lack of meeting CEQA guidelines is addressed in the RTA as “unattainable”. What SB375 does is to put CARB (California Air Resource Board) in a position of authority in certifying EIRs (Enviornmental Impact Reports). As of 2011 the MPO’s will be mandated to adhere to AB32 targets.

Current procedure in the EIR process is to have any related government lead agency act as the authorizing agent to approve an EIR. Regarding CEQA guidelines, any project simply states: “unattainable” and the EIR is passed. My question has been what good is CEQA? Fresno’s 2007 RTP was full of “unattainable” stamps of approval. COG’s design to meet the transportation needs with a proliferation of roads is short sited and even suicidal with the nature of unsustainably that automobiles carry.

My experience is the people who look the toughest, with piercings and tattoos are really the biggest teddy bears and sweetest people I've ever met and don the tough exteriors to intimidate people who might otherwise take advantage of their sweet natures. So my smile in my profile is quite appropriate for the mother bear who'll rip your arms off if you mess with her cub.... don't you think?;-)

I looked up the Senate bill and noticed that the advisory committee which was appointed out of the legislation is due to make it's recommendations at the end of September of this year. I'm wondering if the cash for clunkers program is going to have enough affect by then?

Thanks for the birthday wish. I was reminded that I did this year what I tend to do every year. I know I'm turning another year older and so when I start to talk about my age I add a year to it, apparently according to my daughter I'm going to be 51, not 52... She reminded me that some of my friends all dressed up in 1920's costumes and took me out last year to Chicago at Roger Rockas for my 50th birthday.

The CEQA workshops are layovers of information I still get from doing project management up in the bay area for a commercial tenant improvement construction company and my interest in restoration projects. I have a friend, Bob Nicole who is the only deaf fellowshiped architect, up in Napa who is a restoration architect. Bob is quite a character, which is the best description for all my friends. I've sworn I've heard the Rios building (previously known as Sample Sanitarium) call out to me to save it.

JP... For your information, Tara Elisabeth Sweeney, is my 17 year old daughter and Sweeney is a very common last name, probably because it's Irish Catholic name (her father is the youngest of 7 kids!) being that they don't practice birth control.
