I have not done a Grid install for sometime, besides the single line drawing submitted with permit applications there are no additional requirements I am aware of.
BPI training is through a SCE program with CBCPA trainers at the Energy Education Center in Tulare. CONSOL is working with the City of Fresno to get contractors certified to perform energy upgrades in Fresno and Kern counties. CBCPA also has Saturday class at Fresno City College for PG&E employees being retrained for the workforce now that Smart Meters are installed. Lots of training but so far my estimate of the drop out rate is easily 50 percent in the first week.
