Great plans are not always implemented by the City of Fresno.

I've been reading the Fresno Bee's opinion pages and letters to the editor for the last six months and people still complain about water waste. The City of Fresno has had a plan in place for more than two years to address (and resolve) water problems.

Maybe you have called into the City of Fresno Hotline to complain about water waste. Help is a new one-stop call center that's supposed to assist constituents with resolving water issues. Really? Feature stories, articles and blogs like this one rave about the city's failing to dispatch repair orders for reported sprinkler leaks or water runoff on city-owned property. When you report other violations such as commercial complexes running sprinklers midday, or call about those Monday midday water abusers, do you get voicemail too? Fresnans need to do their own digging on this topic.

I want to start dialog. I want to demand xeriscaping and protest grass-scaping during all phases of planning and development in Fresno city and county. I cannot believe that developers require the City of Fresno to plant trees and grass in medians and then expect the city to charge taxpayers for landscaping and infrastructure. On top of that, the city/ county allow the sprinklers and soakers to operate day and night leaving a muddy or soggy mess.

The only green spaces we should have are on private property and in our city parks. This year (2009) was supposed to be the deadline for new plantings of non-invasive native species, utilizing a water wise plant layout. Instead the city and county continue to plant non-native species of small juvenile trees than become victims of vandalism more often than not. Take the area near Granite Park with dead or vandalized dead trees, or the Eaton Plaza tree debate - to remove or not to remove.

Fresnans need to advocate for better accountability, or at least look into why the City and County of Fresno have failed to address water waste on their behalf while holding classes for residents to learn how to conserve water. They need to backtrack. The City of Fresno needs to explain WHY it cannot meet its own planning guidelines. See the attached plan and look at the timelines that have not been carried out by the City of Fresno and Fresno Green Team - who by the way used the copyrighted name of the "Green Team" without my permission.

Has anyone heard about the cover up in the Kerry Trost case? Well that's another interesting read. Take a read at a post by Kerry Trost, about his court case from last year. He makes some heavy accusations about water management practices.

There is a paradigm shift that needs to happen at all levels. I think the City is doing what it can with what they have to shift thinking that MUST happen across all groups...especially consumers. Many of the ways we've done things for the past 50 years really hasn't changed. For example, "stick frame" construction is outdated and makes little sense. I see water runoff regularly and sprinklers that distribute much of the water to the air. The information is out there. It's just lingering until the mindset shift.

In terms of the City's efforts to address water, I think many at City Hall are alarmed. A City without water is dead. I think the y know that. The roadblock is the mindset among the general population. My neighbors, about 7 that I talk to on a regular basis, as all conviced water meters and water policy is a Communist conspirosy. My neighbors, while I love them dealry, are representive of a conservative population that know - by heart - talking points of the day from Fox Network and Rush Limbaugh. I'm serious.


Paradigm shifts are difficult across large groups...like an entire city. It takes time...and organization.

Not sure about the other issues. Just my two cents.

By the way...if someone asks you " a penny for your thoughts" and you give them " your two cents"...what happens to the other penny?
