The Valley's air board recently voted that the $29-million dirty-air penalty be shouldered by motorists. That fine was intended to be imposed on businesses that are not doing their part in reducing their carbon footprint. Now, air officials state that if businesses were to pay that fine, the money will get lost in the U.S. Treasury. BUT, if motorists are to pay $12 per year on car registration, the money will definitely be available for projects intended for cleaning the air.
