SUMMARY:Legislative Update for Environmental Professionals
DESCRIPTION:Presented by the Association of Environmental Professional
 s - Central Chapter.\n\nAllan Lind will discuss legislation that affec
 ts CEQA and other relevant environmental laws along with pending legis
 lation in the current session. Topics will include: (1) The Governor's
  proposal to prohibit judicial review of EIRs selected by the Business
  Transportation and Housing Agency (up to 25 EIRs per year over four y
 ears); (2) The Governor's proposal to \"eliminate\" OPR and its implic
 ations for the State Clearninghouse and land use planning activities o
 f OPR; (3) The impact of the State Budget mess on environmental profes
 sionals; and (4) Proposals to suspend AB 32 implementation until the e
 conomy recovers.\n\nAllan Lind has served as AEP’s Lobbyist in Sacra
 mento since 1997. He has been a lobbyist in Sacramento since 1993, rep
 resenting primarily public agencies and non-profit organizations. Alla
 n works primarily in the public policy areas of environmental protecti
 on, natural resources management and conservation, energy and transpor
 tation.\n\nPrior to lobbying, Allan’s professional career included p
 ublic policy positions with local and state government, including the 
 California Coastal Commission, the Governor’s Office of Planning and
  Research and the State Legislature. Allan’s legislative experience 
 is based on 12 years working as a Committee Consultant to the Assembly
  Committee on Ways and Means. During this time Allan was responsible f
 or the review and analysis of legislative proposals affecting the poli
 cy areas mentioned above as well as the annual state budgets for state
  and local agencies responsible for implementing such laws.\n\nAllan i
 s a native Californian; earned degrees in Architecture and Landscape A
 rchitecture from U.C. Berkeley; began his professional career in a pro
 minent San Francisco environmental consulting firm; and has been a res
 ident of Sacramento and a State Capital regular since 1977.\n\nThis ev
